Your congressman should have a local office for constituent services. Call them up and see if they can light a fire under someone's butt. Hint that you would like to vote for their guy but the local authorities are getting in your way. They love that stuff.

I recently lost my driver's license, had to go back twice. I had birth certificate and Social Security card, they wanted something else, I brought voter's registration and marriage license. They took the voter's registration. Seems circular -- use the driver's license to get the voter's registration, use the voter's registration to get the driver's license.
