Are you trying to do something weird like register to vote as a resident of PA? Because in order to register to vote in CA, it appears that you need to be a resident of CA, show proof of citizenship, and a driver's license. So if you've got proof of citizenship and a driver's license, you need to prove you're a resident of CA. I don't know how long you have to live there before they think you're a resident, though.
