The age of consent in DC is 16. So what Foley did was less sleazy than Clinton, Clinton had intimate contact while Foley allegedly only talked about it. Both were doing so with young "adults"*.

Let's also not forget -

Foly apparently waited until the targets of his advances were no longer employed by the House.

Clinton was getting hummers from a young intern in his employ.
