Oh, please, you don't go to court to get an answer on a question of law. Lawsuits are for contested facts.

Every agency has its own lawyers who know the law for that agency better than any judge.

It's a simple question, really, that the right person could answer in less than a minute, once you find that person.

Kumar, one of the lawful reasons you have documents is to be able to copy them and give them to a government entity. It is perfectly legal to copy your document to give it to the government- that is the epitome of a lawful purpose.
