There are a number of terms that are always going to be winners at rallying the folk. I can suggest a few that I know about.

1) "We stand for Peace." ... All decent people do.
2) "Communication is the problem." ... any organization of two or more people lacks perfect communication. This is at the heart of most complaints, and allegations of wrong doing.
3) "It's time for a change." ... No one is totally satisfied with their lot so change is always a consideration, especially when we tend to view the grass over their as greener.
4) "It costs too much" ... everything that costs, comes with that internal nagging.
5) "We should try another way" ... always a good idea given the time and opportunity.
6) "We support success" ... good idea

"They've been calling for reorganizing our anti-terrorism efforts and resources to deal effectively with the issue, instead of becoming distracted by large-scale military efforts that are very expensive in a number of ways, and actually counter-productive."
