I am not a geologist but there are other considerations..for instance in Saudi Arabia I believe the surrounding rock formations made it ideal for oil to pool as opposed to many other parts of the world.

SA was not always a desert. Antarctica (and its oil) was not always at the South Pole. Global warming was all the rage back when those ferns were growing in Riyadh. Not that it's coming back, perhaps it'll be deja vu all over again.
