Correct, "WARNER hit the nail on the had" head.. there is no way the US military budget can compete in a assymetric fight, when $10 wipes out millions, as he said. Twice as many soldiers would just increase the killed ones, those poor ones who have to get out of the walled compaonds to try to guard the perimeters, mortars, etc..
