They have to be ready for peace. Anyone trying to fulfill the role of arbitrator between these types of warring factions must understand that they are the facilitator. Once either party to the arbitration perceives that the arbitrator has a vested interest in imposing a peace settlement, it will provide a sense of justification for both sides to lock into their respective positions.

An arbitrator must remain an honest broker and be ready to back away when it is sensed that either side has entered the realm of intransigence.

In essence, "call me when you're ready to talk with one other again"..
