Hi Peter. Thanks for the additional information concerning your original intent and for that nugget concerning the 2001 bill you mentioned. It sounds onerous, even for a bureaucracy. It's no wonder as to why it could have been tagged "unfriendly" ;)

I gave the 'cost per bit' idea some more consideration and arrived at a number of possible ways it could be construed, along the lines of your reference to "life-cycle cost per bit," considering what goes into implementing an "authorized," i.e., a legal platform type that is suited for a particular part of the spectrum, or even a particular frequency.

The cost spread reads like zero to near-infinity, in relative terms, viewing Linksys and C-band earth stations, respectively. The implications of selecting a particular frequency over which one communicates on the total cost of ownership of a working system is clear, in this regard.

Let me know if you ever come across that .tif file. I could always use a good laugh.
