A simple comment on the contrasting previous example... that's all.

(And, to answer your question more directly: 'Why would the House censure a member who has already resigned?' I assume because 1) It would be the right thing to do. And, 2) It might help to 'lay down the law', that's why. I can see no reason to let narrow political considerations or partisanship stand in the way of those goals.)
