Mexico's problem, like most of Europe, is inferior culture, due to decadence or genetic deficiencies (take your choice.)

Institutional reform does nothing to cure that for the Mexicans OR the primitive Europeans...

49thMIMOMander, So Mexico is such a wonderful place to live, and prosper? Gee, I wonder why avery Mexican citizen that is not a Caballero is risking his life to live here, and receive the benefits that are not available in Mexico.
