So Franks did not know what was going on in the apartment, because he was gone when it happened. And when he found out about it, he reported it himself to the ethics committee. Hmm that's a lot different from what Foley was doing.

Comparing Foley to Franks doesn't wash. Foley was a criminal, and Franks was used by a criminal. Big difference there.
