TJ, it maybe the case that someone is making offers to other interested parties, whom is threatening to make a device, (guess who?) word of this wayo has got to the North Koreans’ ears and they start making noises so that they also are offered some goodies.

“We want to be paid to behave well!” That’s what they are saying!!

Before (Cold War years) it as the World bank who doled out cash for projects that rewarded good behavior.
