They had already cheated before Bush became president. This was happening while Kim Dae Jung was pursuing his "sunshine policy" and Clinton was taking all the credit for it. This was happening while South Korea provided all the humanitarian aid they could, only to be betrayed once again by North Korea's nuclear antics.

Bush can be blamed for a lot of things, but it's incredibly naive to make a simple-minded statement that does nothing but put all of the blame on Bush.
