"Japanese consumer spending has been plummeting for months"

With world economy slowing Japan will have to finally pay for the 1980's property and stock market bubbles. No more exports to bail them out. They can run but they can't hide.

I think that US and world wide stock market bubble of the 1990's was engineered to save Japan's financial system from imploding. Just like US tried to bail out England in the 1920's. We all know the final outcome of this exercise.

Japanese consumer spending has been plummeting for months..

"Plummeting" is an overstatement. Japanese consumer spending was down for a few months through July but according to what I've read the decline was blamed largely on unseasonable weather. In August the weather was normal and consumer spending rebounded. I don't think the Sept data are out yet.
