Funny the way some things are disguised.

Read an article Car & Driver which made a very good case that the majority of Give us a brake signs in construction zones are there purely for the purpose of raising revenue.

For example, the second offense in Illinois is $1,000

The logic was, of the 39 people injured in Illinois (for example) the year before last 2 were construction workers. According to the Bureau of Labor Statistics, for every vehicle involved in an accident in a construction zone there are two accidents involving Construction vehicles. That is to say, Construction Workers causing their own accidents.

Finally, the article pointed out, how many times do you drive through marked construction areas where not only aren't there any construction workers but no construction?

So although it has that feel good concept of protecting workers the underlying theme is to raise money.
