Have you never heard the term Deniability, or the phrase "a few rogue...."? You are acting like Intel management is naive and unsophisticated. You are persistent among other things.

Intel management would probably have the legal dept look at their directives and object to the wording if libelous. So, they would try something else. That is just how things work, if it weren't for lawyers, we wouldn't need them.
