It is true that we have a system that is based on the principles outlined in the constitution. We could not have a stable culture if human beings didn't view the constitutional principles as a valid venue for promoting change. We couldn't have a stable society if the vast majority of us didn't personally value the freedoms and rights enumerated in the constition. So, we do not have to use violent force to get citizens of the USA to go along with the government. We are blessed with a long standing stable social order that is well regulated by civic action, law and order, and backed by the most violent force the world has ever known of police and military. It is also true that there is a large criminal element in the USA that values material gain more than the well being of others, and of society at large. It is also true that the only control we have over many of them is by police force. If they were ever organized in an urban center, it would be tough to stop them even with a military force. Imagine freeing all the criminals in the US and allowing them to organize in urban areas. Imagine trying to start over with new laws, a new social order, with a new constitution, with as much disagreement as we had during our own civil war, in the mean time. It is also true that if anyone tried a violent takeover of government at any level in the US, they could be shot in their attempt. Iraq has not yet had the opportunity to establish a stable social order, that could be supported by an internal security system, and there are many there that do not want to govern by the governed, they want to conquer and govern others by regime... that's where we come in.
