Al, I never understood why people (especially in the mainstream media) continue to think that giving North Korea "light water reactors" would have been totally benign. That's like training a young gangster to use a paintball gun, thinking it's OK just because, well, it's a paintball gun.

Because you don't need weapons grade uranium to run a light water reactor...it's not black and white (totally benign) as you put it...given a pretty good calculation of the state of NK options, the Clinton strategy became one of containment, by replacing a very dangerous program with a less dangerous one...frankly Clinton was dragging his feet too, and the delivery of the LWR became dogged with delays, stalling, and other problems...then came bush and today of course we learned that the NKs exploded a nuke.
