The cost of the new constellation is supposed to be between $1bn and $1.2bn. Not $3bn; that was back then in the high-priced Biotelecosmictechdot.com era when everyone was launching satellites, everyone was rich, and money was no object. Prices were high. People are back to working for a living now.

I remember post 1850 onwards very well [the Zenit scripted launch and unscripted failure]. They say nothing comes easy, good things are worth waiting for, when the going gets tough, the tough get going.
