One of the main reasons why NK negotiates at all is that it raises the leadership's prestige with its people by the mere fact of negotiating. So NK negotiating with the lone superpower gets it brownie points. So any agreement is going to be temporary. I suppose the Bush administration's view is that negotiating is pointless because of that. By denying them negotiations, it just weakens NK, and at some point, the citizens of that country will grow dissatisfied and rise up in rebellion... i.e. exactly the same simplistic world view that had the Iraqi's throwing carpets of rose petals before they got on with the serious job of building a democracy. I don't see the North Korean people rising in rebellion. There is an outside chance there might be a coup if things got bad enough. But it is hard to see how things could get all that much worse than they have been. With the increasing trade with China, things have actually improved somewhat.
