McCain is referring to an agreement we made with NK in 94, which was broken. USA agreed to provide heavy water reactors or something like that which could not be used to produce weapons grade plutonium. But NK never got them,

The exact terms of the agreement are not clear to me, but whether you believe the US or NK broke the agreement is a matter of opinion.

What seems to be happening is that the GOP is getting ahead of the story, spinning it their way and blaming it on Clinton, when it is not clear. Monday night on the Daily Show, James Baker said NK broke the agreement, implying it was Clinton who should have known how ridiculous it was to negotiate at all. Today it's McCain.
