"China has enormous problems of their own."

No doubt about it. They seem to be doing a fair job of meeting their challenges though, without creating new ones. I think their heart's desire is just to keep things stable in their neighborhood while they develop their own economy and middle class, so they can take their place as developed nation in the world community. They seem to think very long term, compared to us. North Korea isn't helping them right now.

"Japan can probably develop delivery capabilities with the technology that they use in the toys they make."

They spent a lot of money on launch technology. Japan is much further along than any other county than US, the European consortium, and China.
