I'd begin talks to see if we could return to the Clinton regieme, where we had their spent nuclear fuel in cooling ponds under UN monitoring. Then take it from there. Use some CARROT, less STICK.

All Bush has is threats he can't back up with STICK, due to the Iraq quagmire.

Bush lied to us once again when he said the Clinton approach wasn't working - it was working far better than HIS approach.
The NK were enriching uranium, but they WEREN'T reprocessing spent nuclear fuel, which is a much more efficient and rapid process. He also lied when he said the NK's were cheating, since the Clinton agreement didn't cover enriching uranium - so, technically, they weren't cheating. But Bush treated them like they were, and they immediately began reprocessing spent nuclear fuel, and now have a bomb.
