Anyone could "confront or defy" the faith of even the most devout person in the world, or invite them into a competitive debate about the faith. It might well be a meaningless challenge but it would still be a challenge.

Challenge means more than one thing. Bolivia could challenge the US to fight a military battle on flat open unoccupied terrain (definition 5 above). But Bolivia's military wouldn't be much of a challenge to America's.
