One of the main problems with the approach of the chimp Nero is that he's an absolutist and isn't pragmatic. He lets the perfect be the enemy of the good. This is often true of him in many other areas as well.

The Clinton approach had the spent nuclear fuel under UN monitoring, which left NK with the much more difficult and painful path of enriching uranium. It was FAR superior to the Bush approach, which has enabled NK to obtain the primitive weapons it has today.

The Bush approach is an abject failure, the Clinton approach (perhaps) a partial failure.
