That's what I originally thought as well. But China is very concerned about Japan arming themselves with nukes.

Plus China is already trying to hide a refugee crisis along the Yalu river. If tensions continue to mount and the North Korean regime starts to unravel, the refugee situation would only get worse.

The point I am making is that the more bellicose the US becomes, the less cooperative china and russia are likely to be.
