How do you know? There were at least a million absentee ballots, just in CA, that were never counted. Absentee ballots are usually from the military and diplomatic people overseas, a much more conservative group than the population at large. If they had been counted, Bush would have won the popular vote handily.

And that doesn't even include the thousands of ballots that were thrown out because they weren't received by the various county secretaries in time to meet the deadline.

If Gore had been the disgraced President after Clinton showed the first shred of honor in his life, he would have been about as successful as Gerald Ford was in running for President.
