Bushies cheated Gore by disfranchising tens of thousands of mainly black voters with their deliberate over-scrub of supposed "ex-felons" from the voter rolls, scrubbing any citizen with a similar name and not cross-checking SS numbers or addresses. They concentrated on black-sounding names and they cut 57,700 off the rolls, about 90% of whom were actually legal voters. There were other ways they stole more than 527 votes too, but the illegal scrubbing was the biggie.
