So is nerve gas, but that's considered off limits by all civilized countries. Japan has more nuclear power plants than any other country, but no nuclear weapons. Nuclear power doesn't have to equal nuclear weapons.

There's no reason banning nukes would consign countries to second class status.

The ultimate solution is a world government. But that's many generations away.
