How about planting fruit trees Like maybe apples in parks? or putting in a long line of tomatoes that people could pick

Well, we all AGREED on Itchy's fabulous "steambaths for the homeless" idea! We're going to have communal steambaths for the homeless with Japanese style capsule sleeping areas (but with closing doors), except for the claustrophobic mentally disturbed, who will get modest private rooms. It's a done deal!
