I know exactly where you are talking about.

On a given day during the tourist season the population of Juneau rises and falls about six to eight thousand people from the cruise ships. They really do take up a lot of space on the narrow streets and sidewalks, which is why natives get cranky. And of course, some of them are just drunk.

You can see as many as six cruise ships at a time. So many that half of them have to anchor up in the harbor because there isn't enough dock space for them.

Did you see "Limbo?" imdb.com It was filmed in Juneau while I was there. My wife tried unsuccessfully to get on as an extra. It successfully communicates the moods and issues of the area, although Juneau got a pseudonym, Port Henry. Some people don't like the ending because it is inconclusive. That is precisely the point -- Limbo, that which is the unknowable state of oblivion to which persons or things are regarded as being relegated when cast aside, forgotten, past, or out of date.

I was amazed to learn that there are no less than eleven different movies with the title "Limbo."

Another movie that was produced locally while I was there, called Raven's Blood, was directed by Molly Smith, the director of Perseverance Theater. It was a very low budget film and had severe and fatal cinematic flaws that they could not edit out and couldn't afford to reshoot. I don't think it was shown nationwide, but locally it got applause.

Both movies portray the deliciously black mood that one gets after living for some time in an environment where the sun doesn't shine very much.
