Is that why Bush let Osama get away at Tora Bora, because he decided it was better to let him live? Or because the Bushes and Bin Ladens are close family friends who have done business together along with the Saudi royals and Dubai playboys?

9/11 wasn't exactly a very expensive operation. It would have cost less than a hundred grand total.

Box cutters are pretty cheap.
