When you define "binge drinking" as "one drink per day", as defined in the study you found, then its not surprising that 22% of the population are "binge drinkers".

I'd be willing to bet that you don't define binge drinking this way yourself. How many drinks per day do you think are too many? 20?

When the study looks at "heavy alcohol usage" which is defined as 5 or more drinks on five or more days per month, the level of "heavy alcohol use" is 6% or below for all categories.

I suspect you think most people drink five or more drinks per day.

George W Bush didn't seek help for his alcohol addicition because he had one drink per day. People don't refer to Kim Jong-il as an alcoholic because he has one drink per day. Alcoholics drink heroic amounts, and often still appear sober.
