I think you misread DMA's post. I can find nothing in what he posted that says binge drinking is defined as one drink a day.

The study he quoted said that 22% binge drank at least once in the past month. It does not mean that they do it constantly, or regularly, just that 22% admitted to having 5 or more drinks on one occasion in the past 30 days.

Binge drinking is defined as 5 or more drinks in a row (4 for women) on at least one day in the past 30. (NOT DRINKING ONE A DAY)

In 2000, almost 7 million persons aged 12 to 20 was a binge drinker; that is, about one in five persons under the legal drinking age was a binge drinker. (or 20%)
The rate of binge drinking among underage persons (19 percent) was almost as high as among adults aged 21 or older (21 percent).

i'm still not sure where you got the idea that the National Health Survey defines binge drinking as a drink a day. maybe DMA said that, but the referenced document does not say it as i showed. on the face of it, a drink a day is not binge drinking.

binge: a period or bout, usually brief, of excessive indulgence, as in eating, drinking alcoholic beverages, etc.; spree.

here is the original Survey; let me know if you find it defines "binge" as drinking one drink a day for a month.
