You realize, of course, that it's not the oil industry that ends up paying for it, right? Instead, the citizens of California will be paying for it with higher prices at the gas pump.

The good news is that this may increase the sales of hybrid electic vehicles like the Toyota Prius, but Californians are already weary of high taxes and won't ever pass an initiative that increases them further.
