one can always be sure you will find an excuse. Progressives were of the opinion that in order to house each homeless person in Toronto they were going to need $80,000 per bed per year. They wanted to build according to their best guess. Someone decided that in toronto it would be easy to count the homeless, after all other cities had done it. They counted less than half of the homeless that the progressives thought there would be. At $80,000 per person that is a heap of cash.

Excuse for what?

That's consistent with what I said. Different countries, but it's consistent. It's one thing to be able to count the homeless in some po-dunk town in the Niagara Peninsula, it's another thing to count the homeless in New York City where many homeless don't crawl out of the underground tunnels.
