I don't know about this. He makes an interesting differentiation between moral and ritual but I don't think he has proven his assertion that avoidance of dogs is merely ritual.

And second, they have no doctrine that holds outsiders bound to their religious practices.

Religious Muslims, on the other hand, do believe that wherever applicable, non-Muslims should change their behavior in the light of Islam's distinctive laws.
