Let's not get too carried away with your positive assertion about when, where, why and how the Nkoreans decided to develop their nuke.

This was more likely the fantasy of a young Kim Jong along with his tonka toys and train sets, so, unless you are his long lost step brother, you do not know.

Like it or not, the aid the USA supplied under Clinton to NK diverted resources into making nuclear weapons.
