UH, Earth to Itchy - this is socialism! Letting the free market run the system would be "letting" those who can't pay freeze, starve and get no medical care. They are free to beg, until told to "move along". We do it in America every day, until the feezing, starving wretch hits the emergency room or as likely, the morgue. At that point, our medical system is legally forced to show "compassion".

I agree with you that young women shouldn't be allowed the privelige of reproducing until they can demostrat they have the means to support every whelp they want to birth. Involutary implated birth control at menses, only reversed upon such proof, and only until pregnant? That way, they could enjoy the free fun that is sex without the inevitable consequences.
