The point I was making was that the state might have an interest in preventing the suicide of an indited person, if he was subject to substantial fines.

I suppose they could do a cost-benefit--anticipated cost of the trial vs the payoff in fines and put all those with fines in the offing on suicide watch.

And there would be a big problem if some cop shot an armed perp who would have been liable for fines in the heat of the arrest before he had a chance to be indited. Have to dock his pay, I guess.<g>
