Absolutely. The key to a strong country is one that knows how to get belligerent and is very effective at achieving their goals. But the sign of a strong diplomatic capability is walking softly but carrying a big stick.

For example, China is not pleased with NK's nuclear test. The evidence is that their food shipments have decreased dramatically, they are building a barbed-wire fence along parts of their border, and they went along with some of the UN sanctions. However, they won't go as far as inspecting ships. Why? Because they know it can lead to war and they don't want war.

Our gov't on the other hand prefers war above all else. It's stupid and a waste of lives and resources. If we just got off the oil, then we would have to worry about all the world's problems. Instead, we could focus on the mountains of problems we have right here at home like aging baby boomers, social security, declining educational institutions, immigration reform, gov't corruption, etc.
