It sounds like you're saying Moses was taunting them...giving them a choice they did not have. So either Moses was misunderstanding God(I doubt that) or God was giving Moses false info(I really doubt that!). In either case, I believe they were both telling the truth. We really do have a free will choice. If so, then God is nor Moses is a liar based on that verse.

For example, if you told 100 people not to drive drunk but they all did after leaving the bar...does that mean they didn't really have a choice?
