Both. Ignorant and misleading. The act is being touted as the "Bush arbitrary detention of US citizens and repeal of habeas corpus act of 2006".

It flatly states that the act doesn't apply to US citizens, and amends the habeas statute to disallow appeal to Geneva in any habeas petition.

The Bush administration made a big mistake not hammering this out in 2001 with Congress while everybody's blood was up. Now, with all of the "prison scandals," it's a constant source of conflict.
