Whether it's following one of Clancy's scenarios (like, superbowl in Denver or during the State of the Union Address in DC), or whatever, something big is almost certain to happen again. A state of national emergency is one thing, but a declaration of martial law nationwide is something else. That essentially turns the national government into a complete dictatorship.
