The real test case will be when all of the city buses carry adds that a person as religious as that would find objectionable.

That isn't typical of reasonable accommodation in my experience, which is extant but not substantial. Typically the exception, if one were granted, would contain a clause stating "unless no other bus was available."

I question the exception in any case. It would be different if the driver had to look at the sign all day as he was performing his duties, as might be the case in an office where something was hanging on his office wall. But a bus driver should be looking at the road.
