Randy Weaver would never be considered an enemy combatant, let alone an alien enemy combatant engaging in illegal warfare. This statute has no effect on that kind of situation.

There is a difference between law enforcement and warfare.

I'm not saying that rogue federal agents or soldiers don't break the law occasionally themselves. That is a management problem, not an issue of policy.

That's not good. Randy Weaver is just a misguided loner. Not a threat to anyone but himself. Yet the government swooped in and laid waste to itself and him both.
