I wasn't looking at the specific problems with doing this for wires as much as I was looking at the larger liberty issues, but your right taking money that is wired is rather problematic from a practical standpoint.

You wouldn't just have to rewire it, you might face costs or penalties of some sort for the money not being there on time, in some cases these costs could exceed the value of the money wired, a large deal could possibly fall apart if the money isn't there on time, or you might be legally required to make a payment and be in trouble for not making it.
