You are close, but if the Feds have a deficit, they solve it by cutting the money to the provinces. So if Americans are going to discuss this, they should know the inherent time bomb in the Canadian system. If the feds and a province disagree, the federal government withholds money, and that impacts directly on the quality of healthcare. Our healthcare, was far better in 1993 than it is today. There were more services and better care. The hospitals were cleaner and had more lower level staff. They were a pleasure to visit. 13 years later we have Doctors retiring early because they cannot stand the stress, the hospitals are grimy, and the emergency staff look like they are in a war zone. Our debt is down but our healthcare is suffering. Surely some one of you can figure out that I would not give up our system, but it is being looted.
