They are NOT held because they are at risk (except in cases where people are considered a danger to themselves due to mental illness). They are held because they POSE a risk to your fundamental liberties. And the detainment is strictly because it is considered that they are likely guilty and a probable risk to others. People awaiting trial to determine guilt or innocence are presumed innocent, however, as a matter of principle.

Not that I can see. On what basis do you form your belief that someone determined to be an "enemy" is presumed innocent? Do you not comprehend the connection between a presumption of innocence and the right to prove that innocence and attain your freedom from forced detainment??? There can hardly be such a presumption without there be such a mechanism.
